Born in Bedford Richard attended two local schools before winning a place at University College, Oxford to study PPE and later undertook a MBA at Harvard Business School. During his career Richard has been a partner in a venture capital firm and a partner in a management consulting firm and has worked in many locations around the world.
Richard was the Conservative candidate for Bedford in the 2005 General Election, halving Labour's majority. He joined the Conservative Party and began delivering leaflets for Trevor Skeet, the Conservative MP for Bedford in the critical 1979 election. Richard was Chairman of the Oxford University Conservative Association in 1983, during which time he provided a platform for the African National Congress. As National Chairman of the Young Conservatives from 1985-87, Richard campaigned on social issues such as housing, unemployment and changes to drugs policies.
In the House of Commons, Richard has sat on the Postal Services Bill, Education Bill and Public Services (Social Value) Bill Committees.
